Publisher's Guest - Clr Frank De Masi


Clr Frank De Masi was elected to The Hills Shire Council in 2017 representing Central Ward.

Clr De Masi is also a local business owner and operates two Australia Post Licensed Post Offices located at Kellyville and Stanhope Gardens. Clr De Masi brings much needed business skills and is a big supporter of SMEs in The Hills Shire.

DG: Frank, in your opinion, what Drives Business in The Hills?

FD: The demographics in The Hills Shire show the population booming with a current population of 170,000 to reach an estimate of 290,000 in 2036. As our population grows so does the demand for housing, which is expecting to see an increase in the number of dwellings of 38,000 by 2036 in our growth corridor release area of North Kellyville, Box Hill and the Gables, and renewal areas adjacent to the Sydney Metro stations. As the population increases so will demand for employment - this will mirror employment growth in The Hills Shire as business will see The Hills Shire as an opportunity.

DG: What is the expected Job Growth?

FD: The Hills Shire is currently home to 20,000 businesses that create approximately 64,000 local jobs. As the Shire's population increases, the aim is to maintain the current ration of jobs per resident. This equates to 8 local jobs for every 10 working residents. For this result to occur we need to protect the existing and planned business and industrial land to enable the framework to create 50,000 additional jobs by 2036.

DG: How will Council help create job opportunities?

FD: Council wants to work with business and industry to attract new investment so that more residents can work close to home to meet the demand of a growing population in The Hills. This can be achieved by working with Businesses and Industries that match the skills of residents, discourage the conversion of employment land and support industries which that have been identified that create jobs, such as the Health Precinct in The Hills. Council has worked hard to attract a University for The Hills and there are many opportunities presenting that can see this goal achieved.

DG: Where are the Strategic Business Centres in The Hills?

FD: Council's three Strategic Centres - including Norwest Business Park, Caste Hill Trading Zone and Rouse Hill Town Centre will be the cornerstone of jobs growth in the Hills over the next five years. The planned employment growth at the proposed Box Hill Business Park and Annangrove Employment Land will see approximately 28,000 jobs created. Land has already been zoned for business use.

DG: Why should setting up a Business in The Hills be the first Choice?

FD: The Greater Sydney Commission, has identified Norwest Business Park as a strategic Centre within its Central District Plan. This covers an area from Old Windsor Road right through to the Castle Hill Trading Zone located at the other side of Windsor Road. This area expects to deliver approximately 20,600 extra jobs by 2036, and we are currently on track to achieving this target.

Norwest Business Park is an extremely attractive prospect for Business to set up in The Hills, with two Metro Stations that service the Business Park, fast access to North and South of the State and the Sydney Metro area through the M7, M2 Motorways that interconnect to other Motorways that service the rest of the metropolitan area and the North and South Regions of NSW.

The New Sydney West Nancy Bird Walton Airport at Badgery's Creek and the Aerotropolis that is planned adjacent to the new airport will see direct Motorway Links to the Airport and a high chance of the Metro connected between Tallawong and St Marys Station now that the link to build a Metro Line from the Airport to St Marys Station has been announced. All this combined will see Norwest Business Park as the ideal place to establish a National or International Business.

DG: What about the 30-minute Economy?

FD: Having these vital connections will provide residents of The Hills Shire, Business Owners and Employees access to more jobs, education facilities and a direct link to the new Western Sydney Airport and Aerotropolis and to other regions in the State.

This will also achieve the Greater Sydney Commission's 30-minute Economy coming to fruition. The 30-minute Economy it part of the Commissions Visionary Plan - A Metropolis of Three Cities that sees residents living and working within a 30-minute Economy.

DG: Frank, would you like to put your business hat on and tell us about your recent appointment as a Local Business Partner Australia Post? What can you bring to the Business Community with this new and exciting development?

FD: Australia Post has identified business partners who are at your local post office as part of the Local Business Partner program who work closely with SMEs to provide ecommerce and logistic solutions at selected Post Offices across Australia. As a local business partner and dealing directly with local business customers, we are always aiming to provide business customers options, to send items on time and intact, offering speed, reliability and savings on freight.

DG: What about your charity work?

FD: For the past 10 Years I have been the Chairman of the Salvation Red Shield Appeal in the Hills. I have had a close association with the Salvation Army. Prior to this appointment my family and I always volunteered by door knocking and collecting for the Salvation Army. With all the natural disasters and the COVID pandemic in addition to helping all those in need, homeless, addictions and those who are down and out, the Salvation Army is always there and I am committed to be there for them so they can continue doing the great work they do in our community.
